Programa de resíduos sólidos da fundação nacional de saúde em Minas Gerais: diagnóstico, limitações e potencialidades

Abstract
Given the deficits that still exist in solid waste management (RS) combined with the lack of effectiveness of public policies, this work sought to approach these themes based on the Solid Waste Program of the National Health Foundation (Funasa) in Minas Gerais (MG), aimed mainly at small municipalities with a population of up to 50 thousand inhabitants. RS management is linked to the Environment and Environmental Sanitation agendas, and is also in line with the Sustainable Development Goals (SDGs). In this way, an analysis of the national context regarding public RS policies was carried out in light of the National RS Policy (PNRS) through a Systematic Review, in order to understand their limitations and potential and contextualize Funasa's RS Program in MG on the national scene. Next, a diagnosis of this Program was carried out, including analysis of its limitations and potential, in addition to verifying the existence of conditions for access to the program by municipalities in Minas Gerais. In general, it was found that there are still several challenges in implementing RS public policies, especially in the empirical-practical field, which is the central difficulty of the Funasa Program analyzed here. The PNRS was considered an innovative and modern Legal Framework, especially emphasizing the hierarchy defined by this law regarding Non-Generation, Reduction, Reuse, Recycling, Treatment and Final Disposal of waste. However, this methodology has not yet been effectively implemented by municipal management. In view of the above, at the end of this work, a Technical Technological Product was proposed corresponding to a Standard Operating Procedure, aiming to support municipal administrations, especially small ones, both in integrated planning and in access to federal public resources, as in the case of the Program from Funasa.
